Where can I get my prom dress if I'm tall?

I want to wear a dress of black bubbles. Are there any good stores that carry cute short dresses? I prefer a store in Fresno, California, but if it is not online is very good. Well, I want to see if I can find a dress and not have done … I am a size 18-20.
