Cannot find the right pants for my little fat legs?

So I'm 5 feet tall and my thighs are HUGE but espeacially to my top half. My measurements are 23 inches and size 35 to 35.5 inch hips. My thigh is 21 inches around .. then yes, almost as big as my Size .. sick! I have shorter legs witch, it is worse. I found that the darker color jeans make them look more .. thinnger not sweat better black .. too much work as the pants are tight. So I usually buy a size 0. based on my hips im suppose to place where a size 2-3 but I think they make me even more if i stick with the tight jeans. As long flowy shirts. but I can where dark jeans and long flowy shirts every day .. I want to wear normal clothes! why cannot i have skinny legs? = /
