What was semi-official?

I am invited to a wedding in July which is semi-formal summer dress. Bridal said the key is to be cool. I have no idea what to wear. I have a knee length red skirt, but I do not know what kind of top to wear with it would be appropriate. I'm not even sure if a skirt is appropriate. I did not dress because I am a plus size and have nothing to wear dresses that I saw the size most recent. In fact, I have to wear a bra. Please help.
