Clothing for a greasy, not skinny nine years old?

I am in Canada Ontario. My son, who is 9 years old, is not a overweight, nor is it thin. It is a great lad and a bit stocky. I want to stress that it is not overweight so please do not give me nutrition advice, or colon cleansing BS lol. I am looking for a store sell pants children affordable in sizes that are NOT more size, but are also not made to stick-children. I have trouble finding something that is large enough around the waste, and is also his legs. He wears elastic waist, but I would like to buy regular jeans. I 'm having trouble finding a store that has normal dimensions. All children are stick-thin or overweight. There is one between the two. Help me please. I'm ready to shop online, so if anyone knows an online store with sizes Interestingly, this would be great.
